My desktop is running Windows 10 and Microsoft Office 2016, but other users running Office 2019 are having the same issue.
Google Calendar export seems to be working properly. Notably, when I use my phone to export the event, it it works as intended, adds the event to my own calendar without creating a new one, and it syncs properly to my desktop without creating a new calendar. I’ve tried it logged into our WordPress as an admin and when logged out and on different browsers, all with the same result. I’ve tried this with several different events on our site. Selecting “save file” creates a different problem: it opens my most recent download folder (whatever that may have been), and attempts to save the file there and not in Outlook at all.
